City Manager Mercury Payton came up with the idea of creating Liberty Amendments Month 2021 because Juneteenth became a holiday in the state of Virginia.

The main events during Liberty Amendments Month were the Juneteenth celebration at First Baptist Church on June 15, the naturalization ceremony on June 29, and the Independence Day celebration and fireworks display on July 2. In addition, other events took place such as museum exhibits and flashcard quizzes on various constitutional amendments at the Freeman Store and Museum and Vienna Community Center, a Liberty Amendments Learning Tour in front of the Freeman Store and Museum and Vienna Community Center, exhibits and giveaways at the Vienna Farmers Market, a tour of Vienna’s historic African American sites, a Body Grace fitness class, and a 13th Amendment event.
