OSHKOSH (WLUK) — Jumal Lipscomb, who allegedly killed another inmate at a state prison mental health facility by kicking and stomping on the victim’s head 40 times, went on trial Monday.

According to court records, Lipscomb, 41, will enter a guilty plea to one count of first-degree premeditated murder on Sept. 23.

Testimony at a preliminary hearing Monday indicated that Lipscomb was facing charges related to the May 21 incident at the Wisconsin Resource Center in Oshkosh, according to court records.

The victim’s name was not released.

The WRC is a psychiatric facility for inmates of state prisons. It is managed by the Ministry of Health in cooperation with the Ministry of Corrections.

According to the criminal complaint, Lipscomb attacked the victim in the WRC courtyard around 2:30 p.m. The attack “lasted just over two minutes before being interrupted by staff.”

The two men were sitting alone at a picnic table in the courtyard. What happened next is described in the report. The victim is referred to as “V1”.

“Lipscomb then suddenly stood up and walked behind V1, put V1 in a headlock, appeared to strangle him, and threw V1 to the ground. V1 was eventually able to get away from Lipscomb and began running up a ramp to the door. V1 tripped on the ramp and fell to the concrete floor next to the door. Lipscomb then began punching V1 in the head approximately seven times. Lipscomb then repeatedly kicked V1 in the head while Lipscomb was standing and V1 was on the ground. V1 appeared to lose consciousness fairly early in the attack. After approximately 18 kicks or stomps to V1’s head, Lipscomb reached down and appeared to possibly check for a pulse on or near V1’s neck. Lipscomb then continued to kick and stomp on V1’s head. Det. D. Artus reports there were approximately 40 kicks or stomps in total,” the complaint states.

A co-worker heard Lipscomb say the victim was plotting against him. Lipscomb also said he had stopped taking his medication and was suffering from sleep deprivation.

Other inmates told police they were unaware of any conflict between the two that might have sparked the attack.

“Several inmates said that Lipscomb was acting strangely on the day of the incident. One inmate stated that Lipscomb approached other inmates and talked about religion. Another inmate stated that Lipscomb’s mental health had deteriorated in the previous week. The same inmate stated that Lipscomb gave away some items and shaved his own head in the days before the incident. Another inmate stated that Lipscomb was talking a lot more than usual,” the complaint states.

The attack occurred on May 21 and left the victim in a coma. He died on June 10.

According to court records, Lipscomb was sentenced to 12 years in prison in 2018 for a robbery in Waukesha County.

Lipscomb was transferred to the WRC on May 9, about two weeks before the incident.
